Laïcité : une déclaration désolant

Je m'attendais à une rigueur exemplaire. Après tout, le texte était sur-titré «Déclaration des Intellectuels pour la laïcité», avec un «I» majuscule à intellectuels. C'est intimidant, surtout quand, en plus, ils se présentent en rangs serrés!

Ce texte (Le Devoir, 16 mars 2010), qui se veut magistral, est pourtant plein d'affirmations gratuites formulées d'autorité et non sans quelque démagogie, d'inexactitudes et, à l'occasion, d'un... pharisaïsme surprenant en ces lieux.

On affirme péremptoirement, par exemple, que la laïcité est «une condition essentielle à l'égalité entre hommes et femmes». Je veux bien, mais où est le début du commencement de la démonstration de cette présumée évidence? Beaucoup de choses sont essentielles à cette égalité souhaitable, comme les droits égaux, l'équité salariale, des conditions justes, etc. Mais la laïcité?

Encore: les Intellectuels écrivent que «la laïcité dite "ouverte" [...] permet toute forme d'accommodement des institutions publiques avec une religion ou une autre». D'abord, à sa face même, ladite laïcité n'autorise pas, indifféremment, «toute forme d'accommodement», auquel cas on ne parlerait plus d'accommodements mais de règle générale. Deuxièmement, il ne s'agit en rien d'un accommodement «avec une religion ou une autre».

Il s'agit plutôt, et la chose est fort différente, d'accommodements avec une ou des personnes qui, pour des motifs religieux, les réclament. L'État n'accommode pas l'islam, le catholicisme ou le judaïsme, mais bien des personnes qui, parce que croyantes, réclament, sans contester la règle générale, d'y être soustraites dans certaines circonstances. Cette légèreté, cette imprécision de langage, étonne chez des personnes qui se présentent sous l'étiquette d'intellectuels se prononçant en tant que tels et dont on est justifié d'attendre une rigueur exemplaire.

Jésuites, ils écrivent: «Les aménagements de cette laïcité "ouverte" convergent avec les objectifs des groupes religieux conservateurs qui cherchent à faire prévaloir leurs principes sur les lois en vigueur.» Que voilà un procès d'intention du type boomerang. Car enfin, ne pourrait-on pas faire exactement le même procès en sens inverse et dire, avec la même autorité, que la laïcité «fermée» (?) favorise objectivement les groupes laïcisants les plus intransigeants? Et ça nous avance à quoi, ce genre de procès d'intention, réversible en plus?

Surtout, il y a dans ce texte une odeur d'un désolant et irritant... pharisaïsme. Après avoir retracé les origines de la laïcité au Québec, les Intellectuels affirment, comme pour se dédouaner, que, «si l'idée d'un État laïque est antérieure aux Patriotes, on ne peut donc dire que la laïcité est une réaction défensive face aux minorités issues de l'immigration récente». Franchement! À qui donc va-t-on faire croire que l'actuel débat sur la laïcité est plus en lien avec les Patriotes de 1837-38, sinon même Fleury Mesplet, qu'avec la présence récente de musulmanes voilées, immigrées au Québec et, tant qu'à y être, qu'avec le mimétisme dont souffre un certain type de Canadien français par rapport à la France et ses phobies?

Logique bancale

Un peu plus loin, et le jupon masqué dépasse ici outrancièrement, ils écrivent que «l'on ne peut faire abstraction du fait que certains des signes les plus ostentatoires représentent pour plusieurs un rejet de l'égalité des sexes qui est une valeur démocratique fondamentale». Qui donc, ici, ne comprendra pas que c'est du foulard islamique que l'on parle sans avoir la franchise de le nommer? Il y a ici une couche de tartufferie assez épaisse merci. À se demander si, dans un coin secret de leur grand esprit, les Intellectuels au «I» majuscule n'ont pas une petite gêne à dévoiler leur peur de l'Autre...

Dernière irritation: entendu à la télévision le sociologue Guy Rocher, l'un des signataires, qui explique qu'une femme voilée derrière un comptoir d'État, ça ne le fatigue pas, mais qu'il faut se méfier, car il pourrait bien y en avoir dix. Et là, dit-il, ça le fatiguerait! D'où l'interdiction du foulard! Ça coule de source... non? Cette logique primaire, bancale, chez pareil intellectuel, est inquiétante.

Bref, cette Déclaration des Intellectuels pour la laïcité jette beaucoup de poudre aux yeux et, malheureusement, le prestige de plusieurs de ses signataires risque de convaincre par effet d'autorité. Je suis de ceux qui attendent beaucoup mieux de nos intellectuels. Et beaucoup plus. Surtout dans un texte tout ce qu'il y a de solennel, coiffé du qualificatif «Déclaration».

Does Canada Suck? Do You Suck?

I fully endorse this F&W post and TofKW's comment "But if no one is defending parliamentary supremacy all from a fear that Harper would go running from a contempt charge, and into the home of the Governor General to dissolve parliament …then democracy in Canada has officially become a farce." Lee, Iggy & LPC promised they would fight for parliamentary democracy, and bring in contempt motion if Govt doesn't meet House demands, which it hasn't  - will they? NDP long promised it would bring in contempt motion this Friday, or this Monday at latest, under another parsing of their words - will they? Will partisans of all stripes, being democrats first, pressure their parties? Will they talk to them in the only language backroom boys understand and promise consequences if they don't? I have. There is nothing I and others won't do to defend democracy - and you? What will you do? Or do you suck? Do we all suck? Does Canada suck?


In QC, Lagacé, my favourite columnist, is going off on silly anglo media types, which is well and good, but so far nothing about his prestigious colleague David's anti-semitism. Not from him, not from anyone in QC media. And if Lagacé is going to fight decontextualisation and BS, then maybe he should start with his own paper and R. Tremblay's and Petrowski's anglophobia, and Foglia's defence of child rapists (though Boisvert has, re. Lussier and Cassivi), and JdM, and at Devoir, Boileau's spittle-filled hysterical incoherent xenophobia disguised as laïcisme in defence of feminism, and on and on. But no, we'll all keep quiet and pretend nothing stinks in the state of Denmark QC. We're all good chaps. Let's go after the anglos instead. Yeah, except that's the easy part. The funniest thing to me after B-T Commission was B's comment about astonishment at bad faith and viciousness of people of his political sympathies. Ya don't say. He's probably forgotten, but I argued about this stuff with him years ago, and predicted pretty much everything, and explained to him then how it would go. He still thought fellow nationalists-separatists, esp. elites, reasonable folk. But that was before Michaud, and bro's resignation, and all the rest. Only now does he understand his society. Pity. But that's one. How many more? How long do we have to wait? Or we just going to curl into a ball and wimper "qu'on est bien, qu'on est bien" over and over, and savage "les ethniques, les anglos, etc." forever?


If the NDP discard contempt motion, they will have proved me right re. ToT Zombie status. If the Iggy-LPC backs down from defending THEIR OWN MOTION which created Order of Parliament it will prove me right re. previous criticism of Iggy. 


And I read a Topp post today so riddled with errors, decontextualisation, misinformation and false premises that I honestly hope it was written in bad faith because if not, and was meant honestly, I worry for the man. There are simply too many to correct. The basic premise was correct, but everything else was abysmal, but absymal. People do remember you know, buddy? Or is he completely lost up his own arsehole?


I mention it only as an example, I could pick any number of similar tripe out there. Because if the Opposition backs down on Parliamentary Supremacy & Democracy, and the above examples are the level of our discourse, then I fear the answer to Chantal Hébert's question, in the most important and best post or column anywhere, for many a year, is OUI: "Dans un système où la vérité n’a plus sa place, y-a-t-il encore un rôle utile pour de l’analyse politique basée sur des faits ? Ou bien cette analyse finit-elle par ne servir qu’à rendre plus rationnel ce qui devrait être inacceptable ? Et la piètre qualité de l’eau du bocal parlementaire, chaque année un peu plus moche depuis que je couvre la politique, a-t-elle atteint un point de non-retour?" 


If this is indeed the case, then we will burn the whole thing down, every party, every media, everything, from the inside out. There is nothing else for it. Prove me wrong, Opposition, please god, prove me wrong. Or we'll burn you all before slamming the door on what is clearly a joke democracy in a joke country with a joke media. Just one big bad joke, all in all. And that's not how I think of Canada.

Mandamus. Purple Everywhere. Rally (but not on Good Friday or Easter Weekend). We must do all we can to make this Govt and the Opposition respect Parliament.

Detainee review terms blasted by Liberals

Good news. Now will they do something about it, and enforce the Order of Parliament, for which we, the LPC, were the movers, after all, and about which our leader at the time gave an excellent speech? Do we mean what we say? Lee? Lee?! Are we a meaningful, worthwhile, potent political force, or are we a very very bad joke? Give the wrong answer and suffer the consequences. And that goes for all parties, esp. those that might want to scuttle affairs by playing political games, as some did on Afghanistan. We all of us, genuine democrats, must hold our membership & caucuses together. If we are serious, we must not just pressure our own parties and others, we must also require our parties to play fair, not cheat, and not make it impossible for a coordinated opposition to work. If one believes, as I do, in My Democracy Before My Party, then one must be exigent AND understanding. There must be a contempt motion, if Cons do not suddenly reverse course, or Iaco does not act coherently and simply declare that this is above his pay grade and the files must be turned over to the House as ordered, as is established law. The point of the motion is not simply to condemn the Govt, it is more essentially to commence process of order Sergeant At Arms to fetch the docs, as he did with Schreiber as a witness. So everyone who is serious must act seriously, and not make it impossible for others to support them. This is no time for gamesmanship. So far, so good, mostly. Onwards.
