Judgment: He doesn't support torture, but argued, in The Lesser Evil, "to defeat evil, we may have to traffic in evil," referring to coercive interrogation, targeted assassinations, "even pre-emptive war." Wrote British human rights law professor Conor Gearty in his review: "Just a little brutality, a beating-up perhaps, or a taste of sensory deprivation."
