Is Al-Qaeda Part Of Conspiracy Against Mulroney?

If Fowler & Guay have been released, then the obvious question is whether Al-Qaeda wanted Fowler free to testify at the Oliphant Inquiry as part of the massive conspiracy against Brian Mulroney.
