PQ's New Slogan? Quebec Already More Powerful Than Most Countries!

While praising Ignatieff's constitutional foolishness, like a cat eyeing a mouse, Bernard Landry made some statements about Quebec's status that struck me at the time as rather good for Quebec Federalists, ie. he recognised reality: Quebec is already more powerful than many (most?) countries! Benoît Pelletier, the Quebec Liberal Minister of Intergovernmental Affairs, lept on the comments. I'm glad to see we can all now agree, as every honest politics professor in the world would affirm, that Quebec is the most powerful sub-state in the world, more powerful than many countries, and the only really valid debate about Quebec independence, "Is the survival and development of French and French Canadian society endangered by remaining in Canada/would it be better protected and promoted within an independent country?" (answer: No and No.)

Here are my quick and undoubtedly faulty translations:
Passage quoted by Pelletier
BL: "the Quebec Nation already posesses and controls a powerful Nation-State(...) Our Nation-State, even without full sovereignty, is in some ways even more powerful than many formally sovereign Nation states are in reality. Our State has already many essential legal and financial competencies (...)."

As Pelletier agrees: "Far from being colonised, oppressed or hard done by, Landry says, Quebeckers benefit from powers that are the envy of many countries."...He (Landry) contradicts the thesis that claims that Canadian Federalism is a brake on Quebec's development. If we are to believe his own words, Canada is rather an essential catalyst for Quebec's growth."
